The Committee on Reorganization, Civil Service, and Human Resource Development of the Sangguniang Panlalawigan of Cagayan, under the chairmanship of Board Member Randy Ursulum, convened a Committee Hearing on October 24, 2025, to deliberate on the proposals concerning the transfer, upgrading, reclassification, and creation of divisions and positions across various provincial offices. Joining the Chairman were BM Rowena G. Retoma, committee member, along with BM Vilmer Viloria and BM Romeo Garcia, who actively engaged in the discussions and provided valuable insights on the matters presented.

The hearing was held in response to the letter dated September 10, 2025, from the Provincial Governor, forwarding the proposals submitted by several departments, offices, and divisions of the Provincial Government of Cagayan. These proposals seek organizational and personnel adjustments aimed at enhancing the efficiency and responsiveness of public service delivery.

Representatives from the Office of the Provincial Agriculturist, Provincial Human Resource Management Office, Provincial Planning and Development Office, Provincial Budget Office, Provincial Engineering Office, and the Civil Service Commission (CSC) were present during the hearing. CSC Director Maria Noemi Bustamante provided expert guidance on the regulatory framework governing personnel movements and organizational restructuring.

The Sangguniang Panlalawigan, through the committee, will take appropriate legislative action on the proposals in accordance with the provisions of Republic Act No. 7160, otherwise known as the Local Government Code of 1991.
