The Sangguniang Panlalawigan of Cagayan, during its 13th Regular Session presided over by Board Member Randy Ursulum as Temporary Presiding Officer, approved several significant measures aimed at strengthening public health, safety, and community development across the province.

Among the key ordinances passed was the “Ordinance Sustaining the Malaria-Free Status and Prevention of the Re-Introduction of Malaria in the Province of Cagayan” authored by Board Member Kamille Concepcion Ponce-Perez, Board Members Rowena Retoma and Maria Rosario Soriano. The measure seeks to institutionalize long-term programs and strategies that will preserve Cagayan’s malaria-free status, ensuring that the province remains protected through continuous disease surveillance, strengthened preventive measures, and close collaboration with the Department of Health, local health units, and other partner agencies.

It also underscores the commitment of the Provincial Government to sustain health gains through community participation, health education campaigns, and proactive monitoring systems, thereby preventing the reintroduction or resurgence of malaria cases across Cagayan.

Aside from the Malaria-Free Ordinance, the body also adopted a Resolution Urging the Local Government Units of Alcala, Gattaran, and Baggao to formulate and implement a Contingency and Traffic Management Plan following the collapse of the Pigaan Bridge. The resolution, authored by Board Member Rowena Retoma, aims to ensure public safety and provide alternative routes and emergency response coordination for affected motorists and commuters.

The 13th regular session also saw the approval of several ordinances, budget augmentations, and commendation resolutions honoring outstanding students and individuals who excelled in the fields of education and sports.

Various municipal matters were likewise referred to appropriate committees for review and recommendation, demonstrating the Sanggunian’s continued commitment to responsive local governance and inclusive policy-making.

Through these legislative actions, the Sangguniang Panlalawigan reaffirms its dedication to promoting health, safety, and excellence among the people of Cagayan.
