The 12th Regular Session of the 12th Sangguniang Panlalawigan of Cagayan, presided over by Vice Governor Manuel Mamba, convened today to deliberate on various legislative matters, including budget proposals, development programs, and commendatory resolutions.
Among the highlights of the session was the adoption of the Report of the Committee on Finance and Appropriations, recommending the passage of a resolution approving the CY 2025 Supplemental Budget No. 02 of Gonzaga, Cagayan. The Body also approved the accreditation request of the Federation of Senior Citizens Association of the Philippines, Inc., Tuguegarao City Chapter, and acted favorably on several communications from the Office of the Governor concerning the reclassification, transfer, and creation of positions in the provincial government.
The SP likewise adopted Provincial Development Council (PDC) Resolutions Nos. 01 and 02, Series of 2025, which aim to reorganize and strengthen the PDC membership and its sectoral committees to enhance coordination and support in the formulation and implementation of development plans and programs across the province.
In another significant action, the Body approved a resolution urging Congress to amend Sections 59, 188, and 511 of the Local Government Code (RA 7160) to address the high cost of publication expenses and to establish an Official Digital Platform as an alternative mode of publication for ordinances of Local Government Units.
The SP also passed two commendatory resolutions: one honoring Ms. Allen Joyce Manzano, a Cagayan State University-Aparri Campus alumna, for winning the Miss Tourism Globe 2025 crown in Legazpi City, Albay, and another commending the CSU Communicatorโs Tabloid and its Online Publication for being named Best Publication during the 2025 OSSEI National Training Workshop on Campus Journalism held in Baguio City.
Moreover, PDC resolutions adopting the Provincial Development Investment Program (PDIP) and the Proposed Annual Investment Program (AIP) of the Provincial Government of Cagayan, as well as letter transmitting the Local Expenditure Program for CY 2026, were referred to the Committee on Finance and Appropriations for review and appropriate action.
