The Sangguniang Panlalawigan of Cagayan convened its 15th Regular Session with Board Member Randy Ursulum serving as Temporary Presiding Officer. The session underscored the Bodyโs commitment to good governance through the approval of essential financial, administrative, and health-related measures aimed at strengthening public service delivery and ensuring efficient management of provincial resources.
Among the notable actions taken was the approval of supplemental budgets for various municipalities across the province, ensuring the continued implementation of essential programs and the unhampered delivery of basic services at the local level.
One of the highlights of the session was the approval of a request from Governor Edgar “Egay” B. Aglipay, granting him authority to sign, on behalf of the Provincial Government of Cagayan, several landmark agreements designed to enhance healthcare services and disaster preparedness. These include the Performance Commitment for Health Services for the PhilHealth Accreditation of the Animal Bite Treatment Center and Dental Clinic of the Aparri Provincial Hospital, a Memorandum of Agreement (MOA) with the Cagayan Valley Medical Center for the implementation of the Antimicrobial Resistance Surveillance Program, and a MOA with the Philippine Disaster Resilience Foundation, Inc. for the provision of emergency communication equipment to strengthen the provinceโs disaster response capabilities.
To promote fiscal discipline and operational efficiency, the Body also approved a Committee Report recommending an Ordinance authorizing the Governor to utilize available savings from the Personnel Services, Salaries and Wages of the Provincial Accountantโs Office to augment overtime and night pay for officials and employees. In a related move, another measure was adopted allowing the Governor to use savings from the Maintenance and Other Operating Expenses (MOOE) of the Office of the Governor to augment funds for semi-expandable machinery and equipment, and the repair and maintenance of buildings, structures, and machinery.
The Body likewise approved Municipal Ordinance No. 2025-05 of Pamplona, Cagayan, also known as the PhilHealth Capitation Ordinance of the Municipality of Pamplona. The measure seeks to ensure the effective implementation of PhilHealth programs in compliance with the standards of the Department of Health (DOH), the Commission on Audit (COA), and PhilHealth.
In keeping with its legislative mandate, the Sanggunian also referred several municipal concerns to their respective committees for further action, reflecting its steadfast dedication to addressing community needs through proactive, transparent, and responsive governance.
Finally, the Body approved Resolutions of Commendation honoring Saint Paul University PhilippinesโTuguegarao and Cagayan State University for being recognized as the Top 4 and Top 10 Performing Schools nationwide in the October 2025 Physician Licensure Examination.
