In a move to modernize legislative operations, the Sangguniang Panlalawigan and the Office of the Vice Governor conducted an orientation on the newly implemented E-Record Management System with a paperless and penless application on July 4, 2025. The activity was participated in by Local Legislative Staff Officers, technical personnel, Information Technology staff, and other employees directly involved in legislative documentation and proceedings.
The orientation was spearheaded by Mr. Lysander G. Sibal, Assistant Secretary to the Sanggunian and the software developer of the said system. He provided a comprehensive demonstration of the systemβs functionalities, which include digital archiving, real-time tracking of documents, and a cost-efficient, paperless process in handling legislative records and actions. The system aims to promote transparency, accessibility, and environmental sustainability in local governance.
It is worthy to note that this innovation was officially approved and is the first of its kind in Region II, making the Province of Cagayan a pioneer in conducting fully paperless sessions and e-record management system in the Sangguniang Panlalawigan. This milestone marks a significant step forward in enhancing the efficiency and accountability of legislative operations through digital technology.
