The 12th Sangguniang Panlalawigan of Cagayan formally opened its first regular session today, July 14, 2025, presided over by newly elected Vice Governor Manuel Mamba, M.D. at the SP Session Hall.

All Board Members were present as they convened to begin their legislative work for the new term. The session marked the official start of the 12th Provincial Board’s responsibilities, with members expressing their commitment to serve the people of Cagayan through proactive and responsive governance.

In his message, Vice Governor Mamba emphasized the importance of unity and sincere public service. “Sana itong pagsama-sama nating ito ay nasa puso nating lahat na ito ay hindi para sa atin. Ito ay para sa maliliit, para sa mga mahihirap, at para sa mga nasa laylayan. Let us be serious about working together for the future that we want for our children, and for the generations to come,” Vice Governor Mamba stated.

On the agenda for the day was the adoption of the Internal Rules of Procedure and the composition of the Standing Committees of the 12th Sangguniang Panlalawigan.

This inaugural session sets the tone for the new administration’s legislative agenda and is seen as a vital step toward promoting good governance and addressing the pressing needs of the Cagayanos.
