The 12th Sangguniang Panlalawigan of Cagayan, presided over by Vice Governor Hon. Manuel Mamba, convened for its 10th Regular Session to deliberate on significant measures affecting the province, including supplemental budgets, youth development, and agreements with national agencies.

Among the agenda items approved were the supplemental budgets of various municipalities across the province, ensuring continued delivery of basic services and programs at the local level. The body also passed a resolution authorizing Governor Gen. Edgar B. Aglipay (Ret.) to sign, for and on behalf of the Provincial Government of Cagayan (PGC), the contract for Ms. A. Jenny Gacias’ one-year Foreign Study Program at Huaquiao University in Xiamen, Fujian Province, China, set from September 19, 2025 to July 31, 2026.

The Sanggunian likewise passed a resolution commending the 4-H Club Cagayan for earning recognition during the 72nd 4-H National Farm Youth Convention held in Alfonso, Cavite, from September 3–5, 2025, underscoring the province’s active participation and excellence in national youth initiatives.

Other agenda items were referred to the respective committees for further review and evaluation, such as:

• A resolution authorizing Governor Aglipay to apply for a Forest Land Use Agreement for Tourism Purposes, covering one (1) hectare of land in Barangay Dadao, Calayan, Cagayan, intended for the proposed Provincial Resort and Hotel project;
• A resolution authorizing the Governor to sign a Memorandum of Agreement between the PGC and the Philippine Crop Insurance Corporation (PCIC) Regional Office II for the implementation of the Free Crop Insurance and Free Accident and Dismemberment Security Scheme Programs subsidized by the province;
• A request for the enactment of an ordinance authorizing the use of ₱5,000,000.00 savings to augment the Repair and Maintenance of Buildings and Other Structures fund of the Office of the Provincial Engineer; and
• The adoption of the updated Local Youth Development Plan for Calendar Years 2026–2028.

The session also covered municipal matters requiring approval and committee referrals.

Adding significance to the assembly, the 12th Sanggunian welcomed the visit of the 5th Infantry Division of the Philippine Army, headed by Major General Gulliver L. Señires, who expressed support and partnership in the continuing peace and development initiatives in Cagayan.

Through these actions, the Sangguniang Panlalawigan reaffirmed its commitment to responsive legislation, youth empowerment, and sustainable development in the province.
