The 12th Sangguniang Panlalawigan of Cagayan, presided over by Vice Governor Hon. Manuel Mamba, convened for its 10th Regular Session to deliberate on significant measures affecting the province, including supplemental budgets, youth development, and agreements with national agencies.
Among the agenda items approved were the supplemental budgets of various municipalities across the province, ensuring continued delivery of basic services and programs at the local level. The body also passed a resolution authorizing Governor Gen. Edgar B. Aglipay (Ret.) to sign, for and on behalf of the Provincial Government of Cagayan (PGC), the contract for Ms. A. Jenny Gaciasโ one-year Foreign Study Program at Huaquiao University in Xiamen, Fujian Province, China, set from September 19, 2025 to July 31, 2026.
The Sanggunian likewise passed a resolution commending the 4-H Club Cagayan for earning recognition during the 72nd 4-H National Farm Youth Convention held in Alfonso, Cavite, from September 3โ5, 2025, underscoring the provinceโs active participation and excellence in national youth initiatives.

Adding significance to the assembly, the 12th Sanggunian welcomed the visit of the 5th Infantry Division of the Philippine Army, headed by Major General Gulliver L. Seรฑires, who expressed support and partnership in the continuing peace and development initiatives in Cagayan.
Through these actions, the Sangguniang Panlalawigan reaffirmed its commitment to responsive legislation, youth empowerment, and sustainable development in the province.
