Officials and representatives from the Provincial Government of Cagayan (PGC) participated in the Civil Service Commission’s (CSC) 2025 Conversations with Local Executives and Employees, an information and learning session designed to provide updates on the salient provisions of the 2025 Omnibus Rules on Appointments and Other Human Resource Actions (ORAOHRA) and the Rules on Administrative Cases in the Civil Service (RACCS).
Among those who attended from the Office of the Sangguniang Panlalawigan were Dr. Rosalinda Callang, Secretary to the Sanggunian, and Mr. Jenner Guinucay, Supervising Administrative Officer. They joined other key officials from the Provincial Government, including Gen. Felipe Buena, Sr. (Ret.), Chief of Staff to the Governor; Atty. Jale Ann A. Español-Bosi from the Provincial Administrator’s Office (PA); Atty. Patricia Jade Alexis Chan from the Provincial Legal Office (PLO); and Atty. Louie A. Socrates and Ms. Honey Ochoa from the Provincial Human Resource and Management Office (PHRMO).
The activity gathered local executives, human resource officers, and personnel from various Local Government Units (LGUs) and National Government Agencies (NGAs) across the region. It served as a platform for discussion and clarification on the implementation of the updated CSC rules governing appointments, promotions, personnel actions, and administrative proceedings in the public sector.
Through the 2025 Conversations, the Civil Service Commission aims to strengthen compliance with civil service laws, promote ethical and accountable governance, and ensure that human resource practices in government remain transparent, efficient, and merit-based.
The participation of PGC officials underscores the provincial government’s continued commitment to professionalizing the bureaucracy and upholding the standards of integrity and excellence in public service.
