ROSALINDA P. CALLANG, JD, GSC, was born on January 22, 1972, in Pattao, Buguey, Cagayan, and presently the Secretary to the Sangguniang Panlalawigan of the Province of Cagayan. An accomplished public servant (awarded twice as Most Outstanding Employee of the Provincial Government of Cagayan in 2008 and 2009) and educator who has dedicated her career to serving the government and making a positive impact on her community.
Dr. Callang’s excelled academically during her time at Pattao Elementary School and graduated as the valedictorian in high school from Cagayan State University. Continuing her educational journey at Cagayan Colleges Tuguegarao, she graduated magna cum laude with a Bachelor of Arts degree in Political Science. Further enhancing her knowledge and skills, she earned a Juris Doctor degree in 1997, specializing in the legal field.
Driven by a thirst for continuous learning, Dr. Callang pursued advanced education, obtaining a master’s degree in public administration from the University of Cagayan Valley in 2008. Building upon her expertise, she later completed a Doctorate in Public Administration from the same institution. Additionally, she distinguished herself by achieving the Best in Policy Paper award when she completed her Diploma in Public Management majoring in Local Governance and Development at the Development Academy of the Philippines in Pasig City. Currently, she is pursuing a master’s degree in public management at the Ateneo School of Governance, Ateneo de Manila University, further expanding her knowledge in the field.
Apart from her remarkable career in public service, Dr. Callang is deeply dedicated to education. She served as a part-time professor at the University of Cagayan Valley and Florencio L. Vargas College in Tuguegarao City, where she imparted knowledge in subjects such as political science, public administration, and governance.
In addition to her significant contributions in public service and education, she holds the rank of Lieutenant Colonel in the Philippine Army Reserve. Dr. Callang’s commitment to professional growth led her to graduate from the Command and General Staff Course (GSC) Class 72, the highest military schooling in the Armed Forces of the Philippines
Dr. Callang’s commitment to excellence led her to be selected for a scholarship program funded by Senator Francis Tolentino and administered by the Commission on Higher Education. She participated in the program held at Humber College in Toronto, Canada, from November 20 to December 3, 2022. The program focused on design thinking and project management, providing Dr. Callang with valuable knowledge and skills to further enhance her expertise in these areas.
Recently, Dr. Callang had also the opportunity to participate in the prestigious Foreign Academic Travel (FAT) program in Hawaii, USA from June 4 to June 10, 2023. This program was a crucial requirement for her during the GSC (Command and General Staff Course). Dr. Callang’s involvement provided invaluable international academic experiences, fostering engagement with esteemed scholars, knowledge exchange, and a broader global perspective in her field. Her participation in the FAT program further strengthened her exceptional achievements and unwavering commitment to public service and education, enabling her to make lasting contributions in the future.
She is married to ELMER C CALLANG PA (RES), an officer serving as a Local Legislative Staff Officer IV in the Office of the Vice Governor, Province of Cagayan. Together, they have a child named Jasper Keith P Callang, who works as a chef.
