The Sangguniang Panlalawigan of Cagayan and the Vice Governor’s Office formally held its Turnover Ceremony on June 29, 2025, at the Go Hotels, Tuguegarao City, marking the transition from the 11th to the 12th Sangguniang Panlalawigan. The ceremony honored outgoing members for their dedicated service and welcomed the newly elected officials who will serve the province for the next three years.

In attendance was Governor-elect Hon. Edgar Aglipay, who expressed his support for the incoming members of the Sanggunian and emphasized the need to prioritize the urgent concerns of the province, particularly those affecting farmers and rural communities.

A significant moment during the ceremony was the valedictory message delivered by Outgoing Vice Governor Hon. Melvin “Boy” Vargas, Jr., who looked back on his term with humility and pride. He shared that it had been an honor to serve the people of Cagayan and expressed deep gratitude to all those he had worked with fellow Board Members, provincial officials, and staff—for their shared commitment to delivering meaningful programs and policies for the Cagayanos.

Also recognized were the outgoing members of the 11th Sangguniang Panlalawigan: Hon. Mila Lauigan, Hon. Oliver Pascual, Hon. Arnold Layus, Hon. Rodrigo De Asis, Hon. Leonides Fausto, Hon. Ross Resuello and Vice Governor Vargas.

Stepping into legislative service are the newly elected Board Members:

Hon. Engelbert C. Caronan, Hon. Vilmer Viloria, Hon. Odi “Boy” Fausto, Hon. AJ Ponce, Hon. Romar De Asis, and Hon. Rowena Retoma. They will be joined by re-elected members Hon. Romero Garcia, Hon. Kevin Timbas, and Hon. Kamille Ponce-Perez, along with Ex-Officio Members Hon. Maria Rosario Soriano, Hon. Rey Jirowell Alameda, and Hon. Bryan Paul Vargas.

Representing Vice Governor-elect Hon. Manuel Mamba, Provincial Administrator Atty. Charo Mamba-Villaflor delivered a message of acceptance, reaffirming the administration’s commitment to good governance. She emphasized that public service is a continuous endeavor—driven by passion and integrity.

It was a celebration of legacy, continuity, and a renewed commitment to public service for every Cagayano.
