The session was marked by the approval of key measures aimed at promoting public safety, strengthening disaster preparedness, and supporting local agriculture and education.

Foremost among the approved resolutions was a Resolution urging all Local Government Units (LGUs) in the Province of Cagayan to conduct immediate structural assessments of all public and private school buildings within their jurisdictions. The measure was introduced by BM Rowena Retoma in response to the recent strong earthquakes that have affected various parts of the country, emphasizing the need to ensure the safety and structural integrity of educational facilities.

Complementing this initiative, the Sanggunian also passed a Resolution strongly encouraging all Municipal and City Disaster Risk Reduction and Management Offices (M/CDRRMOs) in the province to conduct regular earthquake drills in all schools as a proactive measure to enhance disaster readiness and community resilience.

Another major action taken by the body was the approval of a Resolution authorizing the signing, for and on behalf of the Provincial Government of Cagayan, of a Memorandum of Agreement (MOA) with the Philippine Crop Insurance Corporation – Regional Office II. The agreement seeks to implement the Free Crop Insurance and Free Accident and Dismemberment Security Scheme subsidized by the Provincial Government to provide protection and support to Cagayano farmers.

The Sangguniang Panlalawigan likewise approved an amendment to Rule VIII, Section 21 and 27 of its Internal Rules and Procedures of the 12th Sanggunian, specifically concerning the schedule and venue of regular and special sessions, to ensure greater efficiency and accessibility in the conduct of legislative duties.

In addition, several Resolutions of Commendation were approved, honoring outstanding Cagayanos who have excelled in the fields of education and sports, further highlighting the Province’s commitment to recognizing local excellence and talent.

The body also approved and referred various municipal matters to the appropriate committees for further legislative action, reflecting its continued effort to address the needs and concerns of Cagayano communities through responsive governance.
