The Sangguniang Panlalawigan of Cagayan, through the Committee on Finance and Appropriations and the Committee on Taxation, Revenue, Properties, Ways, and Means, conducted a joint committee hearing on October 28, 2025, at the SP Session Hall, presided over by Committee Chairperson, Board Member Engelbert C. Caronan.

First on the agenda was the Supplemental Budget of the Municipality of Alcala, which was presented for review and confirmation. The committees also deliberated on the proposed ordinance imposing annual fees for the operation of all towers, internet providers, and commercial cell site towers for telecommunication within the Municipality of Solana, which aims to regulate telecommunications infrastructure and ensure equitable revenue generation for the local government. Meanwhile, the proposed amendment to the Market Code of Alcala was discussed to align market policies with the establishment of the newly constructed Baybayog Dapon Market Center.

Representatives from the Provincial Treasury Office, Provincial Budget Office, and Provincial Legal Office were invited to provide technical inputs and clarifications regarding budget allocations, legal implications, and revenue projections. The committees also welcomed representatives from various local government units and stakeholders to share their insights and recommendations.

Representatives from the National Telecommunications Commission (NTC) were likewise present during the discussion to provide technical insights and clarifications on regulatory compliance and operational standards affecting telecommunication facilities.

Findings and recommendations will be consolidated and presented during the next regular session of the Sangguniang Panlalawigan.

Through these deliberations, the Sangguniang Panlalawigan of Cagayan reaffirms its commitment to prudent fiscal oversight, equitable taxation, and effective governance for the continued development of the Province of Cagayan.
