The 12th Sangguniang Panlalawigan of Cagayan, presided over by Vice Governor and Presiding Officer Hon. Manuel N. Mamba

convened for its 16th Regular Session where several vital legislative measures were approved and referred to the appropriate committees for further deliberation.

Among the highlights of the session was the approval of the Resolution adopting the Indicative Annual Procurement Plan, together with the Provincial Peace and Order and Public Safety Plan, the latter specifically aimed at addressing the problem of illegal drugs within the province. These documents will serve as supporting references for the approval of the Annual Investment Plan (AIP) of the Province of Cagayan.

The body also approved a Resolution granting accreditation to the Northern Cagayan Transport Cooperative, enabling the group to participate in local government programs and partnerships.

In another significant move, the Sangguniang Panlalawigan approved a Resolution urging all Local Government Units (LGUs) in Cagayan, through their respective Local Chief Executives, to fully support and implement the Sagip Saka Act (Republic Act No. 11321). The measure, sponsored by Board Member Leonides Fausto Jr., seeks to strengthen the agricultural sector by promoting enterprise development and empowering local farmers and fisherfolk.

Additionally, the august body passed a Resolution urging the Department of Public Works and Highways (DPWH), together with the Local Government Units of Tuguegarao City and Solana, to formulate and implement a comprehensive traffic management, safety, and decongestion plan for the Buntun Bridge and its approaches — a long-standing concern that continues to affect public safety, mobility, and economic activity in the area.

Meanwhile, the request of Governor Edgar B. Aglipay to initiate public hearings and legislative action on the creation of five (5) legislative districts in the province was referred to the Committee on Laws for study and recommendation.

The Memorandum of Agreement (MOA) with the Commission on Population and Development (CPD) regarding the localization of the Population and Development Program was likewise referred to the Committee Health, Sanitation and Population for appropriate action.

Several augmentation ordinances were also endorsed to the Committee on Finance and Appropriations for detailed review.

Finally, various municipal matters and requests were approved and correspondingly referred to the concerned committees for proper evaluation and action.

The 16th Regular Session underscored the Sangguniang Panlalawigan’s continued commitment to responsive legislation and collaborative governance aimed at promoting the welfare and development of the Cagayanos.
