Vice Governor Melvin “Boy” K. Vargas, Jr.  took the lead in conducting various activities of the office of Vice Governor and Sangguniang Panlalawigan which includes the Legislative Interaction with the Grassroots through Assistive Programs (LINGAP) Caravan and Barangay Integration for Service Excellence and Good Governance (Bise-Gov) Seminars in every town and municipalities in the Province of Cgayan.

The Lingap Kaibigan, Angat Cagayan Caravan is one of the major activities of Vice Gov Vargas which aims to deliver free government services to the Cagayanos. Worthy to mention, it focuses on giving free medical, dental and legal consultations which most of our fellows are deprived of. 

The activity also gives the Cagayanos the chance to have a free discussion to different government national agencies such as SSS, PHILHEALTH, OWWA, PAG-IBIG, DA and many more. 

Further, the BISE-GOV seminar targets on the leadership development of the young leaders and local officials through seminars and symposiums. It aims to strengthen and widen the knowledge of the involved participants pertaining to good governance and public service. This is also to help our participants to be more aware on proper leadership management especially to our young leaders who are said to be the hopes of the nation. 

“I am looking forward that every Cagayano will be catered with our programs and services. These are our goals as the Vice Governor of Cagayan, to let our fellow Cagayanos experience the assistance of the local government”, said Vice Gov. Vargas in his standpoint in conducting such activities to the Cagayanos. 

Moreover, the two main programs of the second father of Cagayan are regularly conducted in the different areas of the Province.
